Add local account batch script?

Can someone please post an example of a command line batch script with includes the following below?

-local account
-username
-display name
-Admin group
-password (but it can be left blank)
-password never expires
-user must change password at login

Just need to add the above information and then run it as script or batch file.

If no one can, it’s okay.
