    Off-line laptop cannot run software (runs on other off-line computers)


    I recently retired my older HP Pavilion Windows 10 (Version 22H2) laptop from internet use (replacing it with an AIO), and I would like to run a proprietary program on the (now off-line) laptop. The program is written in C++ and runs very well on both an off-line Windows 7 desktop and an off-line one year old Windows 10 desktop. When I say "off-line" for the Windows 10 computers, I mean they are in "airplane" mode with the internet adapter "disabled". The Windows 7 computer has no internet cable connected to it (and no wireless capability). Any attempt to run this software on the HP Pavilion laptop results in a message "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

    I am the only user (and the only account) on the laptop and it shows that I am an "Administrator" and have a "local account". How do I get the laptop to run the program? Is there some obscure bit that I must change somewhere? Is there already a procedure listing the steps I must perform?

    Have you installed it or copied it its permission have you tried right click and run as admin failing that something it need it need the folder permission changing not knowing the software we dont know have you got the same c++ libries installed

    Thank you for fast reply, but it still will not run.


    I tried the right click and run as Administrator, but the result is the same.

    I bought a Borland compiler decades ago and have written several programs using the Borland compiler. The Borland compiler produces an executable file (yourfilename.exe) that can run ("standalone" ... by itself) on any personal computer using Microsoft operating systems from XP to Windows 10 (and maybe even beyond 10 ... I don't know). I think the laptop's inability to run my program is related to the "local account". After the failure message, there is a recommendation to go online and create a "Microsoft account"; I didn't have to do that with any other personal computer.

    This same laptop used to require a password (for use AT HOME!!) that had to be periodically changed. I eventually found a procedure (not from Microsoft) that enabled me to deactivate the password requirement. I am hoping for a similar solution for this problem.

    Just a thought, I'd create a new User with a slightly different name [by at least one character] as a Local Account with Admin rights and reboot into that to try the program again. If it works and a Microsoft Account is not needed just remove that User.

    As far as I know and have experienced Airplane Mode turns off the Wireless/Wi-Fi adapter so as not to interfere with an airplane's instruments and controls, it does not turn off the Ethernet connection to a Router or Wireless DSL PoE Modem connected to the computer or Router by Ethernet cable.

    And Airplane Mode will also turn off Bluetooth Wireless as most times it comes as part of the Wireless/Wi-Fi adapter, important for me as I use BT mice for my Notebooks. Same will apply to newer Desktops that include Wireless functions, oldest such I have now is from 2019 but used to have one from 2016 that had it.

    Berton, I created a new user (local account) with Administrator rights. Rebooted. The new user doesn't show up; I have to go into "Accounts" to see him. The screens I'm seeing indicate that I have to use an internet connection so my "Microsoft account" is recognized and only then can I create the new account as a "Family" member ... and Family member status will give the new user a desktop and other privileges. I don't see any way to allow my new user (local account with Administrator rights) to open the software.

    Regarding airplane mode, I was told that disabling the wireless internet adapter prevented all and any connection with the outside world (i.e. the internet), so that is what I did. I hope that what I was told is true. Much of what you mentioned in the 2nd & 3rd paragraphs is lost on me. And the only wire going into the laptop is the power cable.

    If not given a choice of log-in after restarting try right-click the Start button and choose Log off, Sign out or Change user.

    IDK what version of Win 10 you have. However going online is optional. You should checkout "ShutupWindows10" and turn off
    as many switches. You should update your HOST files definitions ( The built in silent internal firewall ). I do not want to write a guide on making your windows-10 private and exclusive, but when you get done with making your windows 10 silent, clean, and not using resources everything will run like walking on water.

    I honestly never activated my windows-10.

    If you use the Microsoft Store, you might ( again a big might ) have to do one login, I did this using the Microsoft forums login I made a long time ago, with my email. That is about it. If it ask for your login there is a chance it is just pushing you to login ( which you should not have to do at all ). As of now I am not logged in and able to install and use whichever app I want. Only problem is that some store apps updates ( talk to base ) without my permission or consent.

    Okay so.....giving myself admin rights was the first thing I did when I got my Windows 10 device. I also got rid of the need to
    type in the admin password just to run any application that requires the admin rights ( I still have to click yes or no ).

    Within the command line you should be able to activate the true administrators account. From the true administrators account,
    you should be able to give admin access to any other account or create a new admin user account. Afterwards you would want to turn off the administrators account, and go into the new admin user account. While your at it, you might as well turn of logging in via password or the password all together, or time-outs ( but that depends on your needs as a user-account ).

    Your new user admin account should be able to do what the true user does without causing too much damage to the operating
    system. If anything goes wrong big time you should still be able to access the true-administrator account. But that would be rare.

    Only have local accounts if you have a non-savy computer person that access the computer a lot, but you need to setup rights.

    Nothing else worked, so I "reset" my Windows 10 install; that worked.


    I'm going to mark this thread "fixed" in a day or two (in case anyone wants to leave a reply to this just-about-done-reply). I thank all of you for your replies ... all of that takes your time, and I appreciate it. However, nothing worked. In the end, I re-enabled the wireless adapter on the laptop, got online and went to Microsoft support. I had never even heard of something called a "reset", but deciding to opt for a reset probably shouldn't be taken lightly ... I requested that it save my personal files (mostly jpg files). It was an overnight operation. After it was done, it gave me updates that I really didn't want (I was hoping I could just get Windows 10 like it was when I first bought the laptop, but Microsoft never asked if I wanted them ... it just did it). Anyway, after it was done, I again disabled the wireless adapter to break the connection to the internet, and now the laptop will run my software just fine. That's all I wanted out of this old laptop.

    I have never had Windows Professional, but I suspect that Microsoft may be widening the gap between the Home and Professional Windows packages. The Windows 10 Home updates have greatly changed the look and feel of Windows, and it seems to be targeting users who are more inclined to the social media and shopping. I hope the Professional Windows packages are targeting users who are using the computer to compute!!! If I ever get another computer, I will look into and give consideration to Windows Professional. Also, I may look into Linux for this old laptop and maybe I should consider upgrading my new AIO from Windows 10 Home to Windows 10 Professional.
