Different Microsoft accounts and how one drive works with them

If I start a "Microsoft account" on my PC You know like when you have a user that is a Microsoft account also a user then that does this thing where it gives a one drive account right ? So with a user style Microsoft account (user login tied to microsoft) I will have a one drive account. So then if I save all my files on one drive and my PC burns up in a fire then I should have access to those files in some way right ??
    OK BUT
so what if it is the other way around, what if the Microsoft one drive cloud gets burned up in a fire ? Are my files going to be on my hard drive in some place ? they are synced automatically to my hard drive ? where does Microsoft put them by default. ?

I have a Microsoft email that I got from godaddy when I purchased my email along with my outlook/office 365 and they call that my Microsoft account at least I can log into Microsoft as if it is that. I can log in with that email and password to download apps from the Microsoft app store. So it is also called a Microsoft account and I can use that also to log into my one drive account and see my files on the one drive cloud. But those are not automatically synced to my PC.

I think that's the least of your worries.

Are my files going to be on my hard drive in some place ? they are synced automatically to my hard drive ?
There are options to keep files on your disk. See the many OneDrive tutorials in the searchable Tutorials section.

One possibility is to sync them to other devices.

N.B. OneDrive is complicated and tenacious. Many uninstall it and use something more straightfoward.

There is no such thing as a User style Microsoft Account.

If you have more than one Microsoft Account, each one is separate and so is the OneDrive part and the storage space.

If you login with a Microsoft Account then that is the Account used by default for Syncing or saving files if you choose to do so.

You can use the OneDrive space manually by uploading and downloading, signing on to the MS Account you wish to use.

The Email and OneDrive can each be frozen and ultimately deleted due to non-use, see the MS Account T&C for the details.

"what if the Microsoft one drive cloud gets burned up in a fire ? "
    They have backups.

"OneDrive is complicated and tenacious. Many uninstall it and use something more straightfoward." (Dalchina Said)
I have always avoided the users folders, one drive, and the libraries. From a DOS prompt standpoint I have never wanted my files buried down in folders or weird libraries.

What is difference between Microsoft account and local account?
Local accounts keep your user data strictly on your device. On the other hand, with a Microsoft account, your data can be synced across multiple devices. If you sign in on different devices with the same Microsoft account, you can access the same files, settings and app data on all devices.

"There is no such thing as a User style Microsoft Account." A person can login to their computer with their Microsoft account.
that is what I am trying to describe. I really do not know the official name of it.
I have so many questions about this and I do not even know what to call it to do research on it or even ask questions about it.

What is it you actually want to do?

Ensure you have a secure backup?

Sorry, I've really no idea what you're really asking about.

When I turn on my PC it prompts me for a login, I type in the passowrd for my local user account. But then microsoft started this new type of login that some people call a "Microsoft account" but it really is not its a login name for my PC. When I use this kind of way to login to my windows it will show a one drive. It has more than a local account I Do not know what the name of this is.
I do not know what microsoft calls it so I can not do research on it to find out more about it. If I search "microsoft account" on google and I get information back I have no idea if that informatin is going to pertain to what I am really trying to find out about because I do not know what the official name is for this "Microsoft account/user account login"

You can install Win 10 so as to use a MS account - or only a local account.

The first is the default way- the second is a little more tricky.

To install Win 10 with only a local account see step 4:
    Clean Install Windows 10

For example, if you install using a MS account, you can
    - create an additional user account as a local account
Add Local Account or Microsoft Account in Windows 10
    - or switch the original account to being a local account
Switch to Local Account in Windows 10

how does a person have a MS account that does not have a email ? as I can setup a ms account on my pc. could I then simply login to microsoft with that user name and password that I created on that pc. ??? As you are referring to it as a MS account

That is what I am trying to find out. what if someone starts a ms account on their pc and they never synced their files to that pc how would they get at their files. does a MS account like this allow people to login to a a website as well as a PC. ?
how do I find my files can I get at my file without that does this ms account require a email ? As when I setup a PC and allow it to start a MS account it does not reqiure me to setup a Email as well. SO this is what I am trying to find out and it appears I will just have to do an experiment and set up a new windows install with a ms account to get my answer.
So far in life I have AVOIDED ms accounts by saying I do not have a internet connection.

I re-installed windows on a PC but I think that PC had a MS user account on it and I do not think the files were synced to that PCs hard drive. So now how to I recover those files ? Can I login to a microsoft website and download the files if I have the user name and password for the PC login ? that is what I am trying to figure out.

Have you read the introcuction to this that I posted?
Add Local Account or Microsoft Account in Windows 10

    Example: section on MS account:
A Microsoft account is an email address and password that you can use to sign in to Microsoft services and all Windows 8/10 PCs and devices.

    Some benefits:

    Free.
Password cannot be removed since it is required, but you can change the password.
Access, save, share, and sync all of your documents, music, photos, and videos from OneDrive (aka: the cloud) on all PCs and devices that you sign in with the same Microsoft account.
Download, install, and restore apps from the Windows Store.
Get your online content in Microsoft apps automatically.
Sync your personal settings across all PCs and devices that you sign in to with the same Microsoft account.
Two-step verification to verify your identity whenever you sign in to your Microsoft account.
You can set limits for how and when your child uses their Microsoft account. Monitoring their activity so you teach them online safety skills.
Jot down a note in OneNote. Next time you sign in to a device (doesn’t even have to be the same one) you'll be right back to where you left off, no matter where you were, or the device used last time.
Your Microsoft account keeps track of your Xbox Music Pass collection and playlists, syncing across your tablet, PC, phone, and your Xbox console.
Use your Windows Phone as a controller for your Xbox console when you're signed in with the same Microsoft account.
Starting with Windows 10 build 14371, you can link your Microsoft account to the Windows 10 digital license (formerly called digital entitlement) on your device. This can help you reactivate Windows using the Activation troubleshooter if you make a hardware change later, such as replacing the motherboard.
Whether you sync files or not is optional. I use a MS account and I don't sync anything.
Yes, an MS account also gives you an on line account, with access to related MS services.

As when I setup a PC and allow it to start a MS account it does not reqiure me to setup a Email as well.
Read the introduction to the tutorial I posted. No 'experiment' needed.

    And see step 23/24 here:
    Clean Install Windows 10
