Windows 10 pro administrator not propagating filtering down

    Edition Windows 10 Pro
    Version 22H2
Installed on 12/03/2021 (I assume this date is when the original Windows 10 was installed, upgraded to pro 10/05/23
    OS build 19045.3086

I have a strange problem, but I am sure that some kind sole on here will help me resolve it.

Anyway here goes, recently upgraded to Windows 10 Pro, not sure why it was a cheap upgrade, but since I have upgraded I have not been able to anything which requires administrator rights.

Right click C: Drive and there I am in full glory as administrator with full rights.
Try to make any changes to any files in Crive and greeted with the following

An error occurred while applying security information to:
    C:\SAV_ASW
Failed to enumerate objects in the container. Access is denied

So I tried to checkmark "Replace all child object permission entries with inheritable permission entries from this object"

Click Apply and this pops up

This will replace explicitly defined permissions on all
descendants of this object with inheritable permissions from
    Big Bob (G).
    Do you wish to continue?
    Yes No

So far so good, hit yes and guess what... I get the following pop up

You are about to change permissions on the root directory of
the start-up disk. This can reduce the security of your
computer and cause users to have problems accessing files.
    Do you want to continue?
    Yes No

    Hit Yes and
An error occurred while applying security information to:
    C:\SAV_ASW
Failed to enumerate objects in the container. Access is denied

What have I done so far...

Ran full system Virus scan (Avast Premium Security) - Outcome Clean
Ran a full malware scan (Malware Hunter) - Outcome Clean

I not sure what else to try looking for some guidance

    Thanks In Advance

Its not clear what your saying some folders on windows are protected so you can change permission or access them even as admin.
Be more specific can you install software and run as normal and its just certain folders that the problem what folders?

I suggest you restore the last system image you made before running this upgrade.

What? There is no such display shown by right-clicking on the C:\ drive.

The root folder of the OS drive is subject to special constraints.
Don't try to write there or alter anything in there.

Please try to open PS {Admin] by right clicking on the Start menu & selecting it. If you get this dialog as your Admin challenge then the computer knows you are logged in to an Admin user account.

Hi Denis, thanks for joining my thread. That is the problem I am logged in as an admin, when I go to Settings, Accounts, there I am listed as Administrator. When I right click on this PC , then right C: Drive, again there I am with Full Control (Admin Status) when I open C: Drive, right click on any of the three folder/files Program Files, Program Files (x86), ProgramData, I don't show not even as restricted/limited access.

What? There is no such display shown by right-clicking on the C:\ drive. (Right click choose Properties brings up choose (Security)

I think you need to take ownership of the C:\SAV_ASW first, and set it to Administrators
Change Owner of File, Folder, Drive, or Registry Key in Windows 10

and then restore inherited permissions for C:\SAV_ASW
Enable or Disable Inherited Permissions for Objects in Windows

This should work as long as you didn't mess up with C drive permissions.

I hope you did not override entire C drive with "Replace all child object permission entries with inheritable permission entries from this object" because that would be certainly wrong thing to do.

All those folders are protected this is done to protect windows and the world from malware so it's by design

    Trevor,

You do not seem to understand how Permissions are set by default & how they vary around your computer.
It is not your user account that varies, it is the set of Permissions in folders that differ.
It is normal for a given UserName not to be explicitly named in the Permissions of all folders.
You might see, just for example, Permissions set for Administrators but not explicitly for you. That is perfectly normal.

Thanks again Denis for your prompt reply, but I still don't understand why I can't add or modify anything to the three listed files/folders when I had no problems in the past prior to the Win10 PRO upgrade
