okay. So is it easy today to clean install Windows on a machine already having Windows? If so then I will do that and maybe just create a new local account? Especially if I need to do that in order to change my User folder name and such.
Is it possible now to clean install Windows without deleting some personal files? Or do I need to take what I have moved back on my other disk to make sure everything stays safe?

It is ALWAYS RECOMMENDED to backup your personal folders / files etc BEFORE you perform aClean Install.
Better still, create aSystem Image. This will also allow you access to those files if needed.

if they are just wiping a used computer then not much point in making a backup of that redundant data is there? The whole point of doing the clean install in this context is to start from fresh and removing the previous owners data that they do not want or require.
