I did try starting Safe Mode with networking - but as I can't login ...

The computer is connected to the internet, but it presumably doesn't check at login time.

I'm surprised the power off three times didn't work for you. It could be turning off when the loading revolving dots show. It's the boot repair you need outside of Windows.
Anyway at least you have your data backed up if you clean install.

Whenever I boot to safe mode with networking I've always had to connect with the password after getting to the desktop.

If you can get to the Troubleshoot screen select Advanced option and select Startup Repair.

When I get the windows startup options, I expected to find "Start Windows Normally" but it isn't there.

See How to - Escape from an MSConfig-induced Safe mode boot loop

(It's only a couple of commands after accessing the Command Prompt from a Windows 10 installation USB flash drive.)

I seem to remember MS changed the safe mode login to accept PIN as well on later builds of Win10, is there not a link on the login screen giving this option, maybe small text in one corner. Of course I could be wrong, or they never implemented the change.

Yes, PIN sign in to Safe Mode should work from version 2004 (20H1) onwards:

So it should look like this (and may require a click on the keypad icon):

Sign in to your device with your Windows Hello PIN

"Yes, PIN sign on to Safe Mode should work from version 2004 (20H1) onwards:"

My version is older than that, although I read somewhere that the feature can be retro-fitted - but I need to be able to login to do it!

Windows Update may have installed it, but WU had vanished from my system - this is the reason I was trying to start in safe mode in the first place!
