Take ownership and Windows unlocker ( a tool from XP age ) are last resorts for locked files behind accounts or that have lost ownership.
However the administrator ( or if your on a network the originating computer ) is the true owner and you can have full control over everything from the administrators
account.
You could also right click login admin via the command console and fix all of this with the correct commands and directories settings.
That being said each account owns itself and the true administrator ( not the first account but built in account ) owns everything.
Another factor is that WIN10PE Windows 10 Pocket Edition can bypass those restrictions and allows you to make various repairs. Like having underwater drone access a ship wreck or in this case an operating system not on....like in "Super Metroid"
Again taking ownership is for individual files and to be used with caution. Usually I would go to the originating computer or even login as administrator to bypass all of that stuff.
Even via sharing you give _____ rights and ownership to any other machine you allow to connect to that specific computer...like a home media center
