Credential Manager - 0x800706BA - The RPC server is unavailable

If I try to start the Win10 Credential Manager (i.e. with control keymgr.dll) or by search with a click on
Credential Manager - 0x800706BA - The RPC server is unavailable-anmeldeinformationsverwaltung.png
I don't get the usual informations, I only get this error:
Credential Manager - 0x800706BA - The RPC server is unavailable-0x800706ba.png
0x800706BA - The RPC server is unavailable.

I don't have any network access problems, it's only this information screen.
If I use the command line counterpart:
    cmdkey /list
I get the information about users and targets without any problem.

What I have tried so far (without any success):
    a) Created a new local user account with admin rights, logged in, same error
    b) Disabled all Win10 firewalls (private, public), same error
    c) Executed sfc /scannow and DISM /Online /Cleanup-Image /RestoreHealth, same error
    d) Manually tried to start the service "Anmeldeinformationsverwaltung" (VaultSvc), but I get this information:
Dienst "Anmeldeinformationsverwaltung" wurde auf "Lokaler Computer" gestartet und dann angehalten. Einige Dienste werden automatisch angehalten, wenn sie nicht von anderen Diensten oder Programmen verwendet werden.
    Roughly translated:
Credentials Management service was started on Local Computer and then stopped. Some services are stopped automatically if they are not used by other services or programs.
    What can I try?

Hi, please review the state of your services vs this:
Restore Default Services in Windows 10

Have you ever changed the state of any of your services, or chosen to disable any?

    RPC: I have
Credential Manager - 0x800706BA - The RPC server is unavailable-1.jpg

I can confirm my Credential Manager starts.

Observing the cautious preparatory steps prompted by this free tool:

you might try only selected repairs- there are at least two service- related repairs available.

    Firewalls and ports:
You mention firewalls. Are you using any security software besides Windows Defender?

Thank you @dalchina for this tool, I did not know this yet.

Yes, I have changed the state of some services, but only to "Manual", never to "Disabled".
My "Remote Procedure call (RPC)" service is up and running. (The Credentials manager is the only part that refuses to start up).

I have tried the first 3 repair points AND #26 und #28 (as suggested by "Tweaking.com - Windows Repair 2021 (v4.12.0) (Free Version)", after a restart in Safe Mode with Network, as suggested. Unfortunately without success.

I use "Kaspersky Anti-Virus" (which AFAIK doesn't include any firewall settings). The problem also occurs with deactivated KAV.

The command "Get-WmiObject Win32_ComputerSystem...." as linked in the last URL works fine.

If I could backup all my game saves and restore them after a reinstall, I would do that. The last time, this did not work and I have lost many hours of gameplay...

Do you have any other ideas?

I assume therefore you have now reset all services to their default.

If this problem has just suddenly started to occur (and you knew it didn't, say, a couple of days ago) you could try using a System Restore point.

Otherwise, first for test purposes create a new user. Log in as that user. Do you see the same problem?

If so, consider an in-place upgrade repair install which keeps all progs and data and would restore services to default of course.

As you're using 21H1 you can simply get a Win 10 iso file using the MS media creation tool. At this time that may give you 21H2 (not checked) - see News section perhaps or relevant tutorial on downloading an iso file.

I have only a few Restore Points and used the "oldest" one, without success.

The attempt with the new user was my first try, see my initial post with point a)

Hoping that a "in-place upgrade repair install" really doesn't harm my data and save games, I will try this now...

    IT WORKS! Great advise @dalchina!
Thanks to the also remarkable Repair Install Windows 10 with an In-place Upgrade I can now open the "Credentials Manager" again and even more important: Nothing is lost, not my installed programs, nor my save games. Everything I need the most is up and running.

    I'm happy.

Just for others reading this thread:
The most important choice in the above tutorial is point #13.
Please be extremely careful to choose "Keep personal files and apps."
If you don't have Keep personal files and apps selected, you will not keep everything in your current installation.

An in-place upgrade repair install is usually a safe procedure.

Now is the time to start a new regime of regular and routine disk imaging - of all O/S partitions - e.g. using Macrium Reflect (free/paid) + large enough external storage for image files- before something goes badly wrong...

That way you can recover even if your disk fails or your PC is stolen.
