If it's a Microsoft account (you log in with an email address), go to Sign In and log in. Change your picture from there. It should update your Windows account picture though it might not be immediate.

My Microsoft Account picture reverts to a picture that has been deleted. Despite my best efforts:
1. I have changed picture in Settings / Account
2. Then deleted the picture in Users/AppData/Roaming/Microsoft/Windows/Account/Pictures
