Yes, tried that. I have since found I cannot do almost anything without getting the same screen. Can't get into CMD or scannow and can't change users or add another one.......all I get is that screen

The user account you created during installation should have been an Admin account but it is clearly not behaving as one.
Similarly, the normally-disabled Built-in admin account has been enabled and a password has been set on it.

I do not think you will solve the problem and will have to re-install Windows 10.
    - When you do so, leave the normally-disabled Built-in admin account disabled.
    - Create spare Admin accounts of your own for emergencies such as this one and write all passwords down somewhere secure yet accessible. See Create two spare local, password-protected Admin accounts [post #2] - TenForums

    Best of luck,

Thanks Denis......I haven't been able to get into anything to try and sort it so unfortunately, I think you may be right about a full reinstall.
I've tried every which way and loose but can't get any sense at all. One point which has me flummoxed is...I downloaded the latest Nvidia driver yesterday and could open that set up file and installed it OK but this morning nup, can't even get into restore. Next problem is I took the option of the free web download and upgrade from 7 to 10 and don't have a 10 disk. What problems will that cause me?

Assuming that whatever method you used to turn off UAC was temporarily successful, perhaps a hacker took the opportunity of wrecking your OS while that defence mechanism was off.

If your Windows 10 has been activated then you can reinstall without any problem.
    Clean Install - TenForumsTutorials
If it has not been activated & you cannot get that done before the reinstallation then you'll probably need to use a modified procedure.
Clean install Windows 10 directly without having to upgrade first - TenForumsTutorials

Both these will also involve downloading an ISO and making an installation USB.
Download Windows 10 ISO File - TenForumsTutorials - Option 1 will also make the InstallUSB for you

You'll resent the time used up but there's no reason to expect any problems at all.

Don't waste your time with a reinstall... just download and boot from Hiren's and blank out the Administrator password. Once done, you can set it to a desired password after reboot.

    Iffoar,

I know nothing about Hiren's tools but I think you have more than one problem so I do not expect it to resolve matters.
    - You thought you had disabled UAC but it is clearly in force.
    - You thought you had not set any passwords but the behaviour of that dialog indicates that at least one has been set.
However, I don't see it making matters any worse.

There are some explanatory comments about Hiren's in

HBCD is just a bypass tool (the password reset, anyways). Even if UAC is enabled, bypassing the password and modifying/setting it to a new password will resolve the issue. Once access to the Administrator has been achieved, elevating your own user account is easy, thus no more credentials prompt.
