I have found the answer for all those who have the surface pro 3 and surface pro 4 keyboard with fingerprint reader. If you can not see the windows hello setup in the sign in option, do the following and it will work every time:
Here are the steps that might fix our current problem regarding the windows Hello:
Press and hold (or right-click) the Start button, and select Command Prompt (Admin).
Stop the
biometric service by typing net stop wbiosrvc.
Delete the fingerprint template database (assuming C:\ is your system drive) by typing del C:\windows\system32\WinBioDatabase\DB192749-088D-2130-13F0-E6129F1E2BEA.DAT.
Go to Start, and select Settings > Accounts > Sign-in options, and under Windows Hello, select Set Up > Get Started to re-enroll your fingerprint.
If does not appear after this time setup up a pin sign in and then windows hello will appear.
