Tried both Safe Mode Minimal and with Networking, and all I get is this, with progress dots along the top edge...

BUT... this page DID come up instantly...it just never went any further.

And just checked again in Normal Mode... the Sign In Options page comes up completely, but takes 53 seconds to do so.

Is there anyone on a Local account on 19043.1055, or 19043.1023 who could check this?
I'm on 19043.1055 and use a local account...sign-in options opens instantly.

Was just on the phone with MS tech support level 1 (I assume). Not an advisor, it was real tech support.
They did a clean boot, no help.
They created a new account... same issue.

Then we scheduled an escalation, for tomorrow, and I restored from a backup, to undo what they did.

The really weird part was that all during the phone call with MS (about 5-6 times) someone was trying to call me... from a 14 digit phone number. I don't even think there are any 4 digit country codes, so that was really weird.

Have you yet eliminated the group policy settings you have, which are unusual, giving rise to the red 'Some settings' message?

As you have Home, one of these is likely to be true:
    - you've hacked in the Group Policy editor
    - used Policy Plus (free)
    - some 3rd party tool
    - registry edits

    No GPE hacks or tools.

I mean, I know how to fix it... just not sure if I want to do an In-Place Upgrade.

Only Tweak tools I have are Winaero and WAU Manager.
Only portable things are... GPU-Z and CPU-Z.

Group Policy (equivalent) settings won't be repaired by that. An in-place upgrade repair will respect group policy settings - I assume even in Home - which of course doesn't have gpedit.msc)

What have you used that could have change the registry like that?

If you have no clue whatsoever what hack, reg file or 3rd party app may have led to that red message, then try this:

    Get Policy Plus (free) (Google)
and set the filtering to list any configured policies
and see if you can find them.
Settings > Accounts... clicking on Sign In Options does nothing-.jpg

Otherwise, I guess by now you don't know how long that's been as it is, otherwise you might have used a System Restore point to revert them.

I'm on Home. I have no GPE. I used none of the fake GPEs

I'm guessing Winaero. I'll give MS escalated tech support a shot. If they can't find it, I'll export the Winaero settings, and uninstall Winaero. I'll see if that fixes it.

As for my registry tweaks... they're all pretty harmless.
I haven't messed with Defender or EDGE, that I haven't immediately undone (via restore from full OS backup), after playing with them.
Takes me 2 mins to make or restore from a full OS backup. So I can mess around with things...and then undo that "messing around".

I just posted this in the off chance that someone had the same issue, and already found the culprit.

You can get Policy Plus free. It applies to all (ALL) editions.

The idea is to use it to detect the registry settings equivalent to group policy that give rise to the red message.

    Do you understand the idea?

3rd party tweak tools can readily make changes in the registry.
If those are equivalent to a group policy setting- that could explain your red message.

    Yeah.
I just don't think this will be that complicated to solve.
There are only a small amount of things I've changed. I can fairly easily, undo each of those changes, till I hit the right one.
Then spend 2 mins restoring from a backup, once I've located the culprit.

I'll probably play around with Your program on the off chance it will find something... but I'm not gonna hold my breath.
