So what? And then you have to configure and apply the filter to show configured policies ..... you have totell the program what to do.. in that it's the same as the group policy editor.

Settings > Accounts... clicking on Sign In Options does nothing-.jpg

Settings > Accounts... clicking on Sign In Options does nothing-b.png

You may have to repeat that for some other set e.g. System, but Windows Components should be the one.

Result - only configured policies are shown:

    Maybe I wasn't clear...

Windows XP HOME, then Windows 7 HOME, now Windows 10 HOME.
    Are we seeing a pattern?

    /edit

    It's nothing in Winaero Tweaker.
Exported all the settings, reset them all to defaults, rebooted, still have a 53 second delay opening "Sign In Options".

Just for kicks, after you spend another 53.x seconds, compare what pops up for me to what you get. Some minor differences or options here not there, and vice versa, might give a hint what it's doing. If not, cost $0.00.

had to be 3 pics, so much....

Yeah... I don't have the Hello Face, and under the Privacy section, that bottom check box is greyed out for me.

I have no idea what all that means, but there are a couple of diffs. May mean nothing.

    You get the rep cookie.

It was the Windows Biometric Service. I had it disabled because I have no Biometric Device. (one would think that was logical). But no... That caused the missing Hello Face and the 53 second delay.

I finally figured out how to Google this problem. I Googled: Hello Face is missing from Sign In Options.

    That took me to this...

It is obvious you did not read my question, because all those things were listed in my question. I have found the answer for all those who have the surface pro 3 and surface pro 4 keyboard with fingerprint reader. If you can not see the windows hello setup in the sign in option, do the following and it will work every time:

Here are the steps that might fix our current problem regarding the windows Hello:

Press and hold (or right-click) the Start button, and select Command Prompt (Admin).
Stop the biometric service by typing net stop wbiosrvc.
Delete the fingerprint template database (assuming C:\ is your system drive) by typing del C:\windows\system32\WinBioDatabase\DB192749-088D-2130-13F0-E6129F1E2BEA.DAT.
Go to Start, and select Settings > Accounts > Sign-in options, and under Windows Hello, select Set Up > Get Started to re-enroll your fingerprint.

If does not appear after this time setup up a pin sign in and then windows hello will appear.

As soon as I saw the term "Biometric Service", I checked my Services. Lo and behold I had disabled that service. Logically, I thought... since I don't have any Biometric devices, why run the Service.

Seems my logic and MS's logic differ somewhat.

    SOLUTION...

Anyway... I just changed the Biometric Service from disabled to Manual, and poof... I got the Hello Face back, and the 53 second delay when clicking on Sign In Options, went away.

    Curiouser and curiouser...

Sign In Options DOES work... it just takes exactly 53.9 seconds to come up, after I click... "Sign In Options"
All the other choices on Settings > Accounts, come up instantly.

I'm wondering if this is an MS thing (maybe 21H1?) to convince folks on Local Accounts, to switch to a Microsoft account.
Sign In Options, used to come up instantly, about 2-4 months ago.

Unfortunately, for troubleshooting purposes... I don't ever really click on Sign In Options. :/

Is there anyone on a Local account on 19043.1055, or 19043.1023 who could check this?
Mine opens in a split second, glad you got yours fixed

I have my Biometric Service Disabled as I do NOT use any of that. When you mentioned the time delay, for a test, I Enabled it and Started Service. I then ran Restart-Time, and in my particular case, it made NO difference.
Anyway, I am glad that you have found the solution, a nice bit of detective work.
