Removing the PIN requirement in 21H1

I log in to my systems (several in the house) using a Microsoft account. My wife and I both use MS accounts to simplify logins across multiple systems. I recently built a new tower using 21H1, and was forced to create a Windows Hello PIN. Fine. I've done this before, and removed it later.

Here's the kicker. I'm not able to remove it with this build. I go through the "forgot PIN" trick, which seems to work, but after the next boot, I'm told there is a problem with my PIN and I am forced to re-add one.

Has anyone successfully removed a PIN from 21H1?

In settings, accounts, Sign-in options try turning off this setting,

Enable or Disable Passwordless Sign-in for Microsoft Accounts

I tried disabling that, but I am still unable to remove the PIN.

Still in sign-in options I have 'show my account details such as my email address on the sign-in screen' under Privacy turned on.
Forgive the poor quality images but this is what I get,

Arrow shows option to use password.

The pin is set as its more secure if you login with MS account it has to verify it which means data is passed over the net with a pin its all local and if your net goes down often you can login with MS account but can with a pin

Job not done, unfortunately. I've tried all the normal removal options and a few of the "tricks" as mentioned in my first post. None have succeeded. Group Policy to disable the PIN didn't work, either. I am able to manually change the option to my password, but that's only a workaround, not a solution.
