A 64GB USB flash drive is more than enough byte-space to hold the entire Windows 10 full install, repair install, startup repair, and some other nice-to-haves. You simply have to "burn" a Windows 10 ISO supplied by others here or from Microsoft onto said 64GB USB flash drive. Now, what an 8-16GB USB flash drive can hold: a small collection of boot files for the use of "externally booting" into: a backup/restore program, an AV AM search & destroy program, or whatever else can be gotten from the deep pockets of The 'Net.
