    UAC blocking me after upgrade, even though it's turned off


    In my main admin account, UAB blocks Device Manager and Disk Manager -- even though I've turned off UAC in User Account Control Settings. AFAIK, this happened only after the problem filled forced upgrade in March from 1909 to 2004 19041.1). I did enable the hidden admin account, and all works fine there.

    I have already run DISM and repaired several files. I'm going to do a repair install soon (from within the hidden admin account), but just in case I'd like to get this solved beforehand so it doesn't interfere with the repair.

    You cannot - without encountering many problems - turn off UAC
    If DISM has found it necessary to repair many files, then that alone is an indication that something is amiss with your system.

    In my opinion it is a common misconception that you can turn UAC to never notify - which is effectively OFF, although even that is not strictly correct, as it is NOT actually turned off, as far as some aspects of the system are concerned.
    More to the point if you turn it off in the registry or in GP (if available) what is not IMHO often recognised is that some data created when carrying out various tasks will be filed by the system in the wrong place.

    Even if you turn UAC back on that data remains in the wrong place. This is often the cause of problems and MAYBE the reason why a system file check/DISM finds problems.

    Finally this

    seems to support my opinion, does it not, UAC is NOT turned off completely - even although you have moved the slider to never notify.

    Also for your information the system admin account on windows 10 has actually NO MORE rights and permissions than the created user account with admin rights. It is however for many system tasks, NOT subject to UAC permission. - such as device manager and disk management

    Yep, it's "turned off" in theory but not actually off. I'll take it there is no fix, aside from possibly (and hopefully) doing the repair-install.

    I'll be doubly sure now to use the admin acct for the repair. But is there any risk to leaving it permanently enabled? No one else ever has any in-person access to this computer.

    Do not forget that if you do a repair install with the media creation tool you will not keep 2004 if that is what you have, you will go to 20H2
    Do not use the Media Creation Tool to do a repair install with if you have an older build of Windows 10 installed and wish to retain it since the Media Creation Tool will not include support for older builds. You will be upgraded to the latest build provided by the Media Creation Tool.


    see the repair install tutorial - use Heidoc if you do not have the 2004 installation to carry tout the repair.

    Yes - irrespective of if anyone else has in person access, as the install of unwanted software and access to various settings will not require permission, so if you acquire something unwanted - it is quite possible for it to install on your system without any notification to you.

    1) I was wrongly advised on the Microsoft forums to use the Media Creation Tool. Luckily, I figured out that would only upgrade me. So I downloaded the 2004 ISO myself. Yes, I am using the most excellent tutorial for in place repair-install here on tenforums.

    2) Okay, that's a point: to not use the admin account for everyday purposes. However, I think I will leave it enabled, so if I need to use it again, I won't have to re-install browser addons like uBlock Origin, and so forth.

    3) I tend toward using the admin account for the repair-install because I don't want the process torpedoed by UAC, or otherwise. E.g, the Update Troubleshooter no longer works after the March mega update. Windows won't do any updates now at all, via Windows Update or via manually from the catalog. Things are thwarted all over.


    TY again, people are far smarter and thorough here than on the MS forums.
