UAC blocking me after upgrade, even though it's turned off

In my main admin account, UAB blocks Device Manager and Disk Manager -- even though I've turned off UAC in User Account Control Settings. AFAIK, this happened only after the problem filled forced upgrade in March from 1909 to 2004 19041.1). I did enable the hidden admin account, and all works fine there.

I have already run DISM and repaired several files. I'm going to do a repair install soon (from within the hidden admin account), but just in case I'd like to get this solved beforehand so it doesn't interfere with the repair.

Also for your information the system admin account on windows 10 has actually NO MORE rights and permissions than the created user account with admin rights. It is however for many system tasks, NOT subject to UAC permission. - such as device manager and disk management

Yep, it's "turned off" in theory but not actually off. I'll take it there is no fix, aside from possibly (and hopefully) doing the repair-install.

I'll be doubly sure now to use the admin acct for the repair. But is there any risk to leaving it permanently enabled? No one else ever has any in-person access to this computer.

Yes - irrespective of if anyone else has in person access, as the install of unwanted software and access to various settings will not require permission, so if you acquire something unwanted - it is quite possible for it to install on your system without any notification to you.

I am not certain that a repair install - carried out when signed in to the hidden admin account will work as it would if signed into the user account from which the repair install was initiated.

1) I was wrongly advised on the Microsoft forums to use the Media Creation Tool. Luckily, I figured out that would only upgrade me. So I downloaded the 2004 ISO myself. Yes, I am using the most excellent tutorial for in place repair-install here on tenforums.

2) Okay, that's a point: to not use the admin account for everyday purposes. However, I think I will leave it enabled, so if I need to use it again, I won't have to re-install browser addons like uBlock Origin, and so forth.

3) I tend toward using the admin account for the repair-install because I don't want the process torpedoed by UAC, or otherwise. E.g, the Update Troubleshooter no longer works after the March mega update. Windows won't do any updates now at all, via Windows Update or via manually from the catalog. Things are thwarted all over.
