If none works, try to disable firewall and try again.
If still no luck:
press Windows key and type services.msc then run services as Administrator
Right click on Windows Remote Management (WS-Management) service and start it.
try either of the 3 commands again.

Thanks for your reply. Unfortunately, both commands give me the following error: "Get-WinEvent : There are no more endpoints available from the endpoint mapper.". Even, I started Windows Remote Management (WS-Management) service which was disabled.

Edit: Schedule service not starting and RasAuto with error 1722: "RPC server is unavailable".

Please also start following services and try again:

1. Workstation
2. Server
3. TCP/IP NetBIOS Helper service

Try again and IF it still does not work then open settings app as follows:
Start button -> Settings -> Network & Internet -> Change adapter options

In a window that appears right click your network adapter that you currently use and select properties from drop down,
Make sure following items are checked:

1. Client for Microsoft Networks
2. File and Printer Sharing for Microsoft Networks
3. Internet Protocol version 4 (TCP/IPv4)
4. Internet Protocol version 6 (TCP/IPv6)
5. Link-Layer Topology Discovery Responder
6. Link-Layer Topology Discovery I/O Driver

Try again any of the 3 commands.

Thanks. Services 2. and 3. were disabled. Also, I enabled File and Printer Sharing for Microsoft Networks from network adapter options.

Could the netBT driver be the issue?

I don't know what's netBT driver but if you're referring to NetBIOS that could definitely the issue for failure to get event logs.

Are you able to get log file with any of the commands now?

If not in adapter properties double click on "Internet Protocol version 4 (TCP/IPv4)"
General tab -> Advanced button -> WINS tab -> NetBIOS setting = select Default

try again to share event log.

Same errors. Spooler service returns error 1058, and I read this service must be started.

Edit: I am going to reset registry service permissions with tweaking.com - Windows Repair tool to see if that solves the issue.

I do not recommend you to use random tweak tools to troubleshoot issues, doing so things may get worse and you'll likely destroy all progress we made so far.

RemoteAccess service also gives the error 1058.

You can right click on "Action" menu in services and select "Export list", then share it here.
