VPN blocks Microsoft account login attempts

Hello everyone. I'm wondering if I'm the only one having login issues to various legitimate sites while using a VPN. Most concerning is the fact that you must expose your digital signature by disabling the VPN to login to, of many places, your Microsoft account. This completely defeats the whole purpose of protecting your information. I use IPVanish. Other sites refusing to allow entry within the VPN environment are Paypal, yet my bank has no issue with me signing in to view my account. Go figure. Any way to set up "exceptions" rules to allow legitimate VPN traffic? Seems counterintuitive to be disabling protection for the sake of usability. Not good.

I feel reasonably certain the cause is

AVG Internet Security System version 20.9.5758.603 (64-bit)
VPN stops internet access | AVG

That said Paypal will not generally accept VPN as of course the very nature of a VPN changes your location, so Paypal refusing the connection is a security method when Paypal detects a log in attempt from a location - entire countries etc. away from where your account is listed.
