I have a similar problem with a different computer.
This one will boot to the screen where i have to input the pin.
I tried the netplwiz, but the popup does not have a check box for "user must use password to log in"
    See Picture

Run winver. What edition of Windows 10 is it? Home, Pro, Enterprise?

    Steve,
I don't want to forget the pin, i want to boot all the way to the desktop
    thanks

    I found out what happened,
    Going to Setting—Accounts-- sign-in option
there is a slider that says "Only allow hello sign in."
When I turned that off, it gives me the usual netplwiz pop up and I can set it up to boot all the way to the desktop.
    I will mark this solved

Thanks for the update. I was going to suggest that, but thought maybe I misunderstood what you were trying to do.
