How can one tell if they are in a "Local" or "MS" account ?

Local account is not a email address.
MS account is.

Do you know what an email address is ?

To determine if you actually created a "MS Account" or Local Account, suggest you go to Settings > Accounts.
You can then see if it says Local or Microsoft is signed in. As for logging out or in, right click on Start button bottom left corner and log off....same as always ?
