Up front: I don't own a Surface 7 Pro yet. Some time in future I'll consider to buy this device as a replacement of my old Android tablet.
I wonder whether it is possible to have two users using it (admin and guest) and unlock the device using different PINs thus unlocking different 'environments'.

Don't see why not.
- Surface 7 Pro has Win 10 and you may have more than one user.
- Any user can have a login password and a PIN is a password.

Windows has some programs and applications.
You have two kinds of users: Administrator and restricted
A Administrator user can install programs.
Normally all users will have access to all Windows programs and applications and the programs installed by a Administrator user.
When a user (Administrator or restricted) logs in, windows loads the user profile. Every user has it's own profile. This dedicated profile normally can be modified by the user (color, desktop items etc).
On a Corporation, users has much more restrictions than a user on his own computer.
