Impossible problem with windows 10 admin perms need help please

hello in the last 3 days my computer has been experiencing a very weird thing where ive seem to of lost admin perms even though ive downloaded nothing or done anything unusual in those days

If i try to click or run anything that requires admin permissions that window immediately bricks up and becomes unresponsive and im unable to close it for about 5mins when i get this message: https://www.easeus.com/images/en/dat...th-or-file.png

cant open task manager at all if i try it bricks, cant run cmd as admin otherwise it bricks, cant access UAC and cannot install a anti virus or even run windows built in one it wont let me run. Cannot factory reset it says "unable to restore your files have not been changed" its very weird indeed not sure whats going on. i cannot run any program that requires admin control otherwise it will brick. cannot open event viewer or regedit either. im the only person who uses this computer and im the owner. windows version: 1903

please help me <3 my best guess is my system files are corrupted but idk

cant run cmd as admin when logged in so i did it in the recovery page where you get access to cmd as system 32 and i did chkdsk C: /f and it said no problems were found

    Please also run the following:
HD Tune v2.55 Health and Error Scan tabs - e.g. from Softpedia.com- portable version also available.

If ok, consider what happened 3 days ago- installation/uninstallation/update... cat walked over the keyboard- lightning strike.. Did you make any changes to permissions?

Do you have a suitable System Restore point?

Do you have a disk image you can restore? Time and again tenforums members recommend the routine and regular use of disk imaging e.g. Macrium Reflect - free- + large enough external disk for image files.

That can help you recover from many problems- even disk failure- without seeking help.

Try creating a new user for test purposes, and see if the same problem exists when logged in as that user.

If your problem only relates to permissions, Tweaking.com's free repair tool offers repairs including for permissions.
