access until HELLO installed, but no PIN. Can't proceed without HELLO

I have W10 via a clean install from microsoft on an Acer Aspire. Troubles began with its first update and continue with each successive update. I attempt to access files, I am asked for admin ID to proceed, then told I cannot proceed without windows "HELLO". Okay and I begin a series of "prove who you are " menus. The last being a PIN. I have never received a PIN, so I tap" forgot my PIN" to be told "You can disable, or change your PIN in Settings, etc" I am again put through the ID process and am told you need to have HELLO installed to complete this function". And so the who;e process begins again. I have had to acquire six accounts, and six different passwords, still no PIN, and still no access.
Your help in preferably getting rid of this annoying function would be greatly appreciated. At the moment,my alternative to fixing this block is to install a different OS.

Hello Macboatmaster, I signed in (to my ACER) with my usual credentials : usually,to access anything Norton cuts in and won't let me proceed without "opening vault" of passwords, then it enters my password. But windows seems to be able to bypass that and isolates my login : my name (richard mcgill), screen lock login info, then it asks for a PIN. I have another laptop(Toshiba) that uses a PIN to access laptop and I thought that that was what it wanted, but no results from its entry. I don't have Norton on (Toshiba). The Toshiba ,with blotches on screen, I experiment with so as not to screw up my new ACER. Both have Clean Install of W10. Is this what you meant?

Bear Mac, I haven't engaged with Hello before. The first I heard about it was after the update in Feb the same way: "You need to install HELLO bfore we can proceed" I click okay. And that's when my troubles begin.

When you created your Microsoft (activating) account did you use your phone number or your e-mail?

    I am completely confused.
If you set up Windows Hello = please see this
    https://support.microsoft.com/en-gb/...ns-and-privacy

    and this
Reset PIN for your Account in Windows 10

The point I think that is relevant to your apparent problem is that you say
I have never received a PIN
but you do not receive the pin, you set a pin number
On a pin you can only sign into that computer, it is matched to your hardware, unlike a password you cannot use the pin on any other device, even if you own the device.
So a pin set on the Toshiba will NOT work on the Acer

The other aspect that confuses me is that you say
Troubles began with its first update and continue with each successive update. I attempt to access files, I am asked for admin ID to proceed, then told I cannot proceed without windows "HELLO".

Please clarify that you do mean to sign into windows and not as you mention to access files
I have not heard of Norton causing this particular problem, but I would not be surprised if it was a Norton issue.
