access until HELLO installed, but no PIN. Can't proceed without HELLO

I have W10 via a clean install from microsoft on an Acer Aspire. Troubles began with its first update and continue with each successive update. I attempt to access files, I am asked for admin ID to proceed, then told I cannot proceed without windows "HELLO". Okay and I begin a series of "prove who you are " menus. The last being a PIN. I have never received a PIN, so I tap" forgot my PIN" to be told "You can disable, or change your PIN in Settings, etc" I am again put through the ID process and am told you need to have HELLO installed to complete this function". And so the who;e process begins again. I have had to acquire six accounts, and six different passwords, still no PIN, and still no access.
Your help in preferably getting rid of this annoying function would be greatly appreciated. At the moment,my alternative to fixing this block is to install a different OS.

Hello Macboatmaster, I signed in (to my ACER) with my usual credentials : usually,to access anything Norton cuts in and won't let me proceed without "opening vault" of passwords, then it enters my password. But windows seems to be able to bypass that and isolates my login : my name (richard mcgill), screen lock login info, then it asks for a PIN. I have another laptop(Toshiba) that uses a PIN to access laptop and I thought that that was what it wanted, but no results from its entry. I don't have Norton on (Toshiba). The Toshiba ,with blotches on screen, I experiment with so as not to screw up my new ACER. Both have Clean Install of W10. Is this what you meant?

Bear Mac, I haven't engaged with Hello before. The first I heard about it was after the update in Feb the same way: "You need to install HELLO bfore we can proceed" I click okay. And that's when my troubles begin.

When you created your Microsoft (activating) account did you use your phone number or your e-mail?

    I am completely confused.
If you set up Windows Hello = please see this
    https://support.microsoft.com/en-gb/...ns-and-privacy

    and this
Reset PIN for your Account in Windows 10

The point I think that is relevant to your apparent problem is that you say
I have never received a PIN
but you do not receive the pin, you set a pin number
On a pin you can only sign into that computer, it is matched to your hardware, unlike a password you cannot use the pin on any other device, even if you own the device.
So a pin set on the Toshiba will NOT work on the Acer

The other aspect that confuses me is that you say
Troubles began with its first update and continue with each successive update. I attempt to access files, I am asked for admin ID to proceed, then told I cannot proceed without windows "HELLO".

Please clarify that you do mean to sign into windows and not as you mention to access files
I have not heard of Norton causing this particular problem, but I would not be surprised if it was a Norton issue.

    Hi Jacee,
I have a PIN only on my Toshiba. On the ACER I use a blend of letters and numbers. I have tried both but receive the same message directing me to change my PIN in settings or to delete "Hello". When I hit settings and attempt to enter the admin section is when I run into the "verify that it's you" loop. I used an email to set up Windows account ...I never thought of the phone number route, because they had asked for that info too. Ill try my phone numbers to see if one of them works.
Macboatmaster: you are correct, that if I click on the "forgot my PIN" link it should take me to a page that sends a link to do that to my email, but it doesn't. It reverts to the annoying loop. I haven't set up Hello as yet as I avoid many of these 'assistant' tools. But now as Windows refuses to proceed without it I'm somewhat stuck with it.

    re: Hello.

For example, I log into my laptop and navigate into microsoft edge. While there I wonder why my VPN didn't load, so not finding problem myself I tap help which brings up the suggestion: you need Hello which I answer okay, it starts the "but first we need to verify it you". okay. so the password passes, then pick out the boats, cars, buses, whatever, then enter your PIN. I have tried my phone number. But in relation to this, I was plowing through my text messages and encountered a slew of " use this security code to access... then every mail provider, and service Ive used (including microsoft) has added a number string. I have ignored it because Ive also been targeted by individuals claiming to be microsoft saying I going to be charged whatever. So ive been ignoring them. I was going to try one of them to see how long these codes (4 digit) are valid for.

None of this sounds right to me, either the quote above or the general symptoms
I suggest you run a Defender offline scan
    Settings = update and security
    windows security
    Virus and threat protection
    scan options
    windows defender offline scan

    Macboatmaster,
I shall try that and get back to you.

Macboatmastr, I followed your steps and activated the only toggle I found for activating Periodic scans. To which Windows responded: You have Norton Antivirus installed which is more comprehensive than what we provide we suggest that you turn off windows defender periodic scans. So, obediently, I toggled it off. and report back here. Should i still proceed?

Well I thought that Windows Defender Offline scan was still available even if Norton was installed
    https://answers.microsoft.com/en-us/...5-6c466306524a

    and
    https://support.microsoft.com/en-us/...-protect-my-pc

but perhaps I am wrong. I cannot assure you that it is available, as I have never used another AV on 10 except Defender.

IMHO you would be well advised to uninstall Norton and use Defender
If the scan with Norton is clean and the scan with Defender if you can make it is clean, I suspect Norton is the cause, although that said I have never seen reported a\ message such as this
You have Norton Antivirus installed which is more comprehensive than what we provide we suggest that you turn off windows defender periodic scans.
I could understand it if the message was from Norton and said WHAT WE PROVIDE is MORE comprehensive, but I have never heard of a message from Windows that says - Norton is more comprehensive.
