Hi, Chrome, Opera are 3rd party programs and can be reinstalled. This might resolve those problems.
However, given also your problems with Edge and UAC, and other apparent possible corruption, I would suggest:

    Basic checks:
    a. Disk - HD Tune v2.55 free Health and Error scan tabs.
    b. If ok, from an admin command or Powershell prompt run
    chkdsk c: /scan
    Report the summary outcome.

If all ok, I suggest you head straight for an in-place upgrade repair install of build 1909 which keeps all progs and data just like any upgrade.
If you don't have an iso or bootable 1909 installation disk, get an iso file using
Heidoc iso downloader (uses MS sites).

rt click and Mount the iso file, open new drive letter in file explorer, double click seup.exe

I assume you don't yet use disk imaging routinely as is tirelessly recommended here, else you could have restored a previously good disk image yourself.

Recommended: Macrium reflect (free- paid) + large enough external storage. There are others.

UAC: the tutorial section is a great resource. I have searched this searchable list (bookmark it) for 'UAC' for you:

    Jack,

I agree with dalchina, the first thing you need to do is create a working admin account using the tutorial he gave you a link to
Fix UAC prompt has greyed out or missing Yes button - TenForumsTutorials

If you have any difficulties then post back here to say so and include a note about what changes have been made to the computer since the last time that dialog had a Yes button.
