How to prevent unwanted moving of folders and files?

It's all too easy to move a file or folder in the Windows Explorer: only a mouse drag away.
My father is getting older and his control of the mouse is deteriorating.
And so it has happenend already a couple of times that he managed to move folders and files all over the place just because he let his index finger rest on the left mouse button a little too much.

On his Windows 10 PC, he's got a non-administrative account. (I already made sure of this years ago)

Taking further measurements, isn't there something that I can do to actually BLOCK him from moving files and folders in the explorer?

(We're talking Windows 10 Home Edition here)

Using the following tutorial, you could possibly set the values to an amount so high that if would prevent dragging anything clear across the entire screen area.
