Not sure what you mean. You take picture of QR code.... away you go. I have Paypal using it.
Except you have to have access to set it up again on a new device...please understand the problem before posting your ignorance. Authy does not remember you when you setup on a new device, if you dont have backup code because it is on the lost phone, can't txt to the lost phone to resetup, and can't log into Paypal without having the authenticator code...it is a merciless circle and the only way I can tell to get this fixed is to call Paypal but their phone support is down, their online messaging service hasn't helped, and Facebook messenger help all keep saying the same thing to reset the password. Idiots don't read where I tell them I know the password and that resetting the password does nothing for the authenticator issue needing reset or disabled because we are on new devices.

And I have just checked the Authy Desktop to setup Paypal and it specifically says it does not support using QR codes, maybe the phone app does but hence...my phone was stolen as I said above and trying to setup on laptop to get access to my accounts....and can't just scan QR codes using the Authy Desktop app per their message when you try to setup new device.

I do believe I understand issue and yes you can't use any authenticator app once locked out.
I had suggested Authy as an authenticator app as your codes can be made available on multiple machines and you can take back ups of your codes.
I went through something similar when I was originally using google authenticator app and they reset phone when in for repairs.
I hope you are able to gain access to your paypal account.
