Forgot Password Can't Loginto Windows 10, Safe Mode Failure.

I have a serious problem with my pc. I am locked out of my pc,
as i have forgotten my windows password. I can't login with any combination
of password I have tried. I have also tried restarting the PC in safe mode so that
I could acess the pc and change my password, but I have had no luck
with that either, Everytime I try to restart in safe mode the pc just restarts
to the windows login screen, so I'm stuck in this loop, with no way of entering
safe mode, and not being able to remember my password I am stuck out of my
PC, Please help with some instruction as to what I can try, my pc is a Dell laptop,
    running windows 10,
so it's a fairly new pc.... Please somebdy help!!!!

Using the PC or device you are currently using (now), go to your MS account online, attempt to change password, tell it you forgot, let it go thru all the verification and validation, change to a NEW password, and use that on the locked out machine.

I have tried that, and have failed, it does not recognize my new password.

Is the locked out machine using a Local account or MS account?

    It is a local account.

Changing an MS account will have no affect on the Local Account because it will never see the MS server to authenticate the PW. Sign on with your MS account instead, and see if you can make some progress toward changing the Local account PW, even if it is to just change it to none, no PW.

Would it be possible for you to take a picture with a phone or camera of exactly what you are seeing when you try to log in with Safe Mode, and post it here? It may be helpful to see what you are seeing.

    Hmm...

If the local password is completely forgotten, there are third-party software tools that can be used.
