System Error 5 Access denied - Even With Administrator Privileges

Hi. I get "System error 5 Access is denied" error when trying to install Emscripten SDK 1.38.27 using the emsdk. I also have version 1.39.0 of Emscripten; what I want to do is to also get this earlier to have alongside it because I need it for Qt 5.13.1 (Qt for WebAssembly) which requires Emscripten 1.38.27 and it's giving me problems with later versions.

I get the error both with and without Administrator privileges. Does anyone anyone know what I need to do in order to solve this?

For anyone familiar with Emscripten and Wasm, this is the full session when running the command:
    emsdk install sdk-1.38.27-64bit
    Installing SDK 'sdk-1.38.27-64bit'..
    Installing tool 'clang-e1.38.27-64bit'..
    Downloading: C:/emsdk/zips/emscripten-llvm-e1.38.27.zip from https://storage.googleapis.com/webas...m-e1.38.27.zip, 292757838 Bytes
    Unpacking 'C:/emsdk/zips/emscripten-llvm-e1.38.27.zip' to 'C:/emsdk/clang/e1.38.27_64bit'
    Done installing tool 'clang-e1.38.27-64bit'.
    Installing tool 'node-8.9.1-64bit'..
    Downloading: C:/emsdk/zips/node-v8.9.1-win-x64.zip from https://storage.googleapis.com/webas....1-win-x64.zip, 16940179 Bytes
    Unpacking 'C:/emsdk/zips/node-v8.9.1-win-x64.zip' to 'C:/emsdk/node/8.9.1_64bit'
    Done installing tool 'node-8.9.1-64bit'.
    Installing tool 'python-2.7.13.1-64bit'..
    Downloading: C:/emsdk/zips/WinPython-64bit-2.7.13.1Zero.zip from https://storage.googleapis.com/webas...7.13.1Zero.zip, 41285159 Bytes
    Unpacking 'C:/emsdk/zips/WinPython-64bit-2.7.13.1Zero.zip' to 'C:/emsdk/python/2.7.13.1_64bit'
Unzipping file 'C:/emsdk/zips/WinPython-64bit-2.7.13.1Zero.zip' failed due to reason: [Error 5] Access is denied: '\\\\?\\C:\\emsdk\\python\\2.7.13.1_64bit\\python-2.7.13.amd64\\DLLs\\_ctypes.pyd'
    Installation failed!
I wonder if I should just manually unzip the WinPython stuff with Admin privileges myself and then run the command again? (I did also report this on the Emcripten GitHub page).

I'm using the emsdk with Windows 10 itself, without the WSL. The WSL was giving me BSOD issues so I uninstalled it. My Windows 10 version is 1903 and Build is 18362.418.

There's another problem I'm having by the way. It's unrelated to the above issue, but I'll say it here anyway: for some reason I can't type in the MS Edge address bar. I can still type in other search bars, like the Bing search bar and the Windows and Cortana search bars.

What are the permission on 'C:/emsdk/zips/WinPython-64bit- could any of the files be in use or owned by system?

I'm just going to change the file permissions to "Full" for all users via an Elevated Command Prompt.
