No joy! I should have mentioned this earlier: I have the MS sign on account enabled! Maybe that is why I am not seeing Administrator or Guest at the sign on screen, even tho

is there a way that I can disable the MS Account Signon prompt? w/o distroying anything? I hope that disabling is possible from the web, not from within Win 10.

Perhaps this additional info will help to find a solution:
I have a Microsoft Account sign on screen shown on my monitor screen.
l shift-restart, select Troubleshhot, selectAdvance Options, selected Command Prompt.
The Command Prompt Window title is: Administrator: X:\windows\system32\cmd.exe.
At at the X:\ windows\system32> prompt line I typed: NET FILE and return is:
the Server service is not started.
Is it OK to start it? (y/N?) (Y): To which I typed/ entered Y.
The return displayed is:
"The Server service is starting.
The Server service could not be started.
A system error has occurred.
System error 1753 has occurred.
There are are no more endpoints available from the endpoint mapper.
X:\ windows\system32> "

Furthermore: Typying NET USER at the command prompt line returns the following:
"User accounts for\\

Administrator DefaultAccount. Guest
The command completed with one or more errors.

Have you already tried doing a system restore at boot using a restore point dated before you had this issue to see if it may sort it?

Yes, did try Restore, but it failed.

I did try a Restore, way back when first saw a User Profile Service service failed at logon error problem. The Restore failed at about 68% completion at that time, more than 30 days ago. Previous dated restore points are no longer shown. I think the one that now remains is dated early September, but it also fails.
I believe I now have Admin Account enabled,
(Command to enable it returned "successful completion at command prompt line),
but I see only my Microsoft Account Signon Screen, which does NOT include an admin or a guest option. Is there a way to bypass MS account Signon and get to the local accounts for sign on? I think that if I am able to get to (local) admin sign on, I will have a go at doing the suggested repair (REM_SAM, etc).
I really do not want to reset to DELL's Win 8.0 settings, because I do not want to erase "Data files" that were generated since Jan 2014! I don't trust backed up files on my external Western Digital Passpot USB HDD.

I have been been trying to get to Admin Account ( local sign on), because I was getting another error saying that Rem_SAM was being used by some other program!

No, never see the local account users' names to select for sign on.
