Administrator account gets disabled when logging out

I have enabled the built-in Administrator account but as soon as I log off of any account I use to enable it the Administrator account reverts to being disabled and I cannot log into it. Interestingly I booted up in Safe Mode and enabled the Administrator account, rebooted and was able to then log into the Administrator account, while still logged in I checked the Administrator account in Manage and it was still disabled and I was therefore unable to log into it again. I need this account on my client machines in order to push down software to them.

Why do you have to use the built-in Administrator Account? Why not create a separate local account with Admin privileges which would be more secure?

I tried that NavyLCDR but for whatever reason this software will not push down to another admin account. It makes no sense at all to me. I would assume that any account with local admin rights would have the proper permissions to allow the install. I suppose instead of worrying about this bizarre behavior with the built-in admin account I need to figure out why I can’t just use another admin account. Still the tech in me really wants to know what is making the built-in account disable itself.

It's probably UAC. I'm not sure if UAC can be disabled at the user account level or if it is at the computer level. That is probably what is keeping the software push from not working with a local account. There are millions of corporations that remotely administer computers without the default administrator account active. Are you running a domain with a domain controller? It's possibly a domain setting that is deactivating the built in administrator account.

We are a Novel shop and our net admin checked all his group policies and said I nothing he has configured should be causing this. We have other images where this is not happening. We create a base gold image that all of our images are based off of and then add other software as needed to our other images. Cannot wait to get AD and SCCM configured this winter. I was also thinking that maybe a MS update could be the culprit.
