Settings, Accounts, Family & other users, {select the account you want to make an admin}, Change account type, Account type - Admin, OK.

What Windows 10 version do you have?
    - Right click on the Start button, click on Command prompt / Windows PowerShell and enter winver
    - Post the version and the long number stating its Build

    Hello,

Please message me or post in the tutorials you are not finding on your computer.

Please do note first that most of the tutorials will say in the notes starting with Windows 10 build xxxx. If you do not have at least that build number or higher installed, the item mentioned in the tutorial will not be available yet for you.

That is the correct behaviour. The screen to which you refer is seeking Admin approval for the task concerned.

I think that the option appears if you are logged in to the Admin account [username A]. Once you have made username B an Admin as well then it should also appear for that one.

That is correct. If you are signed in as unsername B (not admin) you cannot manage other users so those options are not displayed.

You must sign in as username A (admin) in order to manage other accounts. The first thing you should then do is promote B to an administrator.
