With your extensive collection of symptoms I suggest a clean install.
Clean Install Windows 10 - TenForumsTutorials

    - I do not know what has caused your problems but you did mention ccleaner very early on so that makes me wonder if you have been 'cleaning' the Registry. I understand that ccleaner has an undo feature so perhaps that might be worth trying.
    - I also suggest running Windows defender scans before the clean install just in case malware has created these problems. Run a Full scan and then an Offline scan.
    - You will need to rescue your own files before the clean install.

After you have clean installed, I suggest creating system images before every major change to the computer. I use Acronis TI for this. Many people in this forum use Macrium Reflect [free]

Ah, so, the missing/incomplete information, certainly should help.

But given the OP's description of the problems isn't this a red herring anyway?
