Original issue was that it would boot into Win 10 but the only account didn't have admin permissions so was very restricted. My thought was to enable the internal administrator account and then change the other one.

However, now it won't boot into Windows at all.

So I restored back to the point that I had set up before trying to fix it. That allowed me to boot into the restricted permission account. I then went through the procedures above to enable the administrator account, set it up and used it to "fix" the other account, then disabled the administrator account and all is good! Returning it to the owner tomorrow who still insists that he did nothing strange :)

    Thanks all.

    Great news!

The usual reason for this is that the user has heard that it's not recommended to browse the web with an administrator account - so they demoted themselves to a Standard user to be 'safe'. It may not occur to him that this was 'doing something strange' as Windows is quite happy to let you do this (or he may just be too embarrassed to admit it )

My first suspicion was that this was a shared laptop which he took over and then deleted the other accounts. However, that couldn't happen unless he was an administrator, right? Anyway, I'll ask him when I return it. Again, thanks to all.

After deleting the other accounts, he probably used the Sign in with a local account option from the remaining administrator account.
--- Thinking that he was using the computer in a "safe" manner as Bree mentions, he didn't realize that when administrative privilege's would be needed, he didn't have an administrative account to refer to or switch to.

Returned laptop to owner and he is adamant that problem occured after he did the 1903 update. Anyway, he is happy that his issue is now fixed. Again, thanks all.
