Is it possible to set up the primary account to be a Local Admin account on todays new modern Windows 10 computers?

Yesterday I set up a new Lenovo IdeaPad S340-15IWL laptop Windows 10 Home

Usually I like to set up the primary account to be a Local Admin account and the owner was fine with that.
However I did not see an option to do so and was required to create a Microsoft account in order to move on.
I tried to go back to see if I missed creating an off-line account but it wasn't possible to go back.
--- The owner agreed to it.

That's the option I was looking for.
On setting up that new Lenovo IdeaPad S340-15IWL, I didn't see that option.
Unfortunately maybe I did miss it if it was there.

In step 23. To Set Up Windows 10 with a Microsoft Account (MSA), I was looking for the Offline account in the lower left corner, I do not recall that being there, neither was the back arrow at the top left of that screen there.

But for future purposes I'll have to be extra vigilant on recognizing when that option is available if it is on a brand new computer set-up.
--- I know that option is there on a clean install according to the tutorial as I have used it a couple of times and I could use it to accomplish the original goal: create a Local Admin account as the primary account.
--- But I doubt the owner would want to bother doing so

It is what it is and I'm ok with that in this case.

Not seeing the option to set that laptop with a primary Local Admin Account bothered me because I’m not likely to miss it since I’ve done many of them that way already. And I wasn’t about to give up on what in the world happened.

This is what I found out. Web searches were no help but my friend who owns & operates a local computer shop owner gave me the answer. I am paraphrasing what he told me and this is what I’ll be looking for in a future situation.

I was on a brand new Win10 Home laptop. I did not miss selecting Offline account during the install as it wasn’t originally there.
--- Please note this is based on a new install on a new untouched computer as far as I know.
--- I did not ask about Win10 Pro so I don’t know if the same issue applies.
--- I do not know if future clean installs apply either as I didn’t ask that question but I wish I would have.
Since I was online, Windows 10 Home the Offline account isn’t available and forces you to create a Microsoft account.
--- However, there is a workaround: enter a bogus phone number in the Microsoft account screen
--- You will see that the Microsoft account doesn’t exist. Enter a different account or get a new one.
--- Don’t do that, instead allow the next screen to show up: The Offline account in the lower left corner will now be available.

I was also told by another friend if I had been disconnected from the Internet during the setup, the Offline account would have been available w/o going through the workaround noted above.

When I get a new computer to do again, I’m going to do so w/o being connected to the Internet.
--- When I get the opportunity to do the workaround, I'll do that one too.
