Does the windows user account with admin level has the same “power” as the built-in administrator?

For example, in the screenshot below, “ali” user account is set to be with admin level. Doe “ali” has same power as the administrator account with no one single difference?

Is this the same in Windows and windows server?

No, a local administrator account is different in one crucial respect. For most of the time when signed in as an administrator you are actually running apps and processes as a standard user. This is for safety, and when needed you will be prompted to confirm that you really want to use your administrative rights with a 'Click OK to continue...'. You have the same powers as the built-in Administrator account, but you will be asked if you really want to use them each time.

The built-in Administrator account is different, it is totally unfettered by any UAC controls. That's why you should never uses it as you 'daily' account.
