I always install a second local admin for these types of occasions. Any chance your machine just did a feature update to 1809. If so you can fall back to 1803 which should undo this mess.
You could try restoring your system to an earlier point in time. If you just did a feature update, 1809, then there will not be any restore points to restore from. Even better restore with a system image.
To go back to a previous version, assume 1803, click Start > Settings > Update and Security > Recovery. If available it will be enabled.
Last resort you will have to enable the built in administrator and reset.

I would also recommend you look into a tool like Macrium Reflect to create Images of your system. A reliable restore saves time and stress. Product is free, reliable and used by members.

2. How to get Administrator image.
3. I am using alocal account. Can I enter same again and save as Administrator.

I am sure it started after installing updates on 13 December 2018 up grading to 1809. I cannot revers to old version as limit of within 10 days has passed.

Yes, the procedure is complex but I split it into individual steps that, I believe, can be followed by anybody.

Any local account and any MSAccount can be made a "Standard" account or an Admin account. You need to be logged in to an Admin account in order to raise a Standard account to Admin status.
- Once you are logged in to one of the Admin accounts that I suggest that you create, you can go to Settings, Accounts, Family & other users so that you can select the account you want to raise then click on the Change account type button that appears.
- Be wary of promoting then relying upon the current problem account because its user profile might be damaged. I cannot say that it is definitely damaged but only that something has gone wrong.

Yes I tried several time RESET, Fresh start and now System Restore Every time a window appeared asking Administrator. with NO icon no provision for YES..
