My intent was to turn on the built in administrator account and remove my user account, but found out that will not work for one reason or another of several. I have again disabled the administrator account, is it now safe to delete C:\Users\Administrator folder?

Yes, it will be safe to delete the "C:\Users\Administrator" folder.
It will basically delete the current profile of the built-in Administrator account. If you should enable the account in the future, a new default profile will be created again for it when you sign in to that account the first time.
