New PC. Pictures and Videos will take up a lot of space. SSD has 250GB HDD has 1TB. I want to permanently move the "users" file to F drive. How do I do it?

You should be very careful about doing this, as this was one of the major causes of data loss during the last 1809 upgrade. If you move your users folder, make sure to move it back prior to upgrading in the future just in case.
Absolute nonsense.
First, the data loss was experienced by SOME of those users who had changed the location of Documents folder in folder properties, a totally different procedure than what's told in tutorial I linked to. Second, quite a many users who had NEVER moved anything, also suffered.
Third, and most important: those who had used Sysprep to relocate the whole Users folder to another drive, including me, had no issues. I suffered also data loss after initial 1809 upgrade but only on the one and only machine on which I had no relocated the Users folder with Sysprep. On all all other machines, Users folder relocated and no longer on C: drive, I had no issues.
An "expert" opinion from someone who has never even tested the procedure, and most probably does know nothing about it.

Kari, thank you for the response. No offense, but that is way too complicated for me. The first thing the video does is tell you to do something that the narrative above says not to do. My build of Win10 is 17134. So where in the video does the stuff I'm supposed to do start..and end? Have you thought of creating a video without the "don't do this" part?
I have watched dozens of videos about how to do things on Windows, and all of them, including yours, have a cursor moving like a jet aircraft across the screen, clicking and clicking, and no explanation of what is being clicked, and what its for. It seems to be a habit from the experts. Really hard to follow. A written step by step would be much better for an end-user like me. (with pictures!)
Using Sysprep to change Windows environment variables to change the location of Users folder and all user profiles is recommended to be used only in a clean install. That's Method One of the tutorial. It is risk free.
Method Two is for those who want to try it on an existing installation. The warning box in the beginning of Method Two tells the risks involved.

I just changed the location in folder properties and had no data loss on the first day upgrade to 1809. I don't relocate the entire users folder though. I relocate the folders inside my specific user folder, such as Documents, Videos, Pictures, etc.
