How do I create a new user account WITHOUT a Microsoft account?

I have been trying for the past two hours to get a runas command to work, but I am crippled every time by a user name or password incorrect.

I've tried deleting my admin password, I've changed the admin password, nothing works.
(Linux is so much easier to use).

I am the only user of this PC. My account information (Settings, Accounts, Your Info):
    STEPHEN MANN
    stephr@mmdv.com
    Administrator

    I've tried:
    runas /savecred /user:"STEPHEN MANN" "D:\River Documents\Hardware\Network\NetUse.bat"
    runas /savecred /user:stephr@mmdv.com "D:\River Documents\Hardware\Network\NetUse.bat"
    runas /savecred /user:Admininistrator "D:\River Documents\Hardware\Network\NetUse.bat"

    They all give me:
1326: The user name or password is incorrect.

On this forum someone with a similar question said that he solved it by creating a new admin account. But, Microsoft to the "rescue", the option to create a new user account without Microsoft credentials is gone.

All I want to do is run a batch file with admin privileges at startup.
    Any advice would be appreciated.
And, please, do not teach me to 'Right-Click'.

    Hello Steve,

You could use the "net user" command in Option 6 of the tutorial below to add a local account on the computer.

If you were wanting to run something as a different user instead, then the tutorial below may help. It does require that the account you want to run as already exists though.

Under the Users folder, what is the exact name of your user folder?

DOH! I must be getting old to forget my basic net commands.
#6 was the solution- everything is working now.

To all who offered help- thanks.
