Forgotten password on seldom used pc

I have a pc that is seldom used, it may be w8.1 or w10, and have tried every log on password that I can think of. If I can get it running, then the password will be changed to be in my current series of passwords that get used with the other pc's.

If it is a local account, just the change the password with the help of a bootable Windows.
    Code:
    copy /y c:\windows\system32\cmd.exe c:\windows\system32\utilman.exe
    net user username password

Trouble is, I'm not sure if it is W8.1 or W10. I certainly cannot get to desktop.

I went onto my Microsoft account and have performed a reset as there was nothing on the C drive that I didn't mind loosing. The OS is W10 pro 64, updated from W8.1.
So far, I haven't been able to set up a new PIN as the keyboard refuses to work on the PIN set up screen, maybe it will at a later date.

A full SECOND reset later and skipping the pin request and it's back to square one. A pin is required. I am getting fed up with Microsoft.
I stopped using this pc before Microsoft dreamt up pins. I forgot the original password, but have never installed one of their pins.

It's not "their" PIN but one the User assigned after setting up the Windows installation, is tied to the User's Password. If the PIN can't be retrieved then the Password can be used, if the Password is forgotten or not valid then the issue is deeper and possibly will require reinstalling Windows. Also involved could be whether a Microsoft Account was used or a Local Account.

Update, I found that the keyboard would only manage numbers while setting up the pin. Funny that I had just typed my email address and account password successfully.
I restarted before downloading any updated to see if the pin worked and it did, hoo bloody ray!
I had tried the full Microsoft account password without success earlier.

Makes great sense, Berton, except that I have been asked to use PIN's in 4 other pc's running W10, and chose letters and numbers.
