Interesting. Evidently I'm not able to open the Task Manager either. I tried every method in the tutorial you linked to. Either nothing happens at all, or I get an error message that the link is incorrect or that I need to choose a default app for that action. Lovely... I didn't realize how messed up things were!

Good observation! One of the methods I tried for fixing my issue was converting my user account from an online account to a local account, so that explains the recent password change and the different settings from what you were expecting. It, of course, did not fix the problem, but then I didn't see the need to change anything back.
It certainly sounds like the Windows install is messed up, rather than your account not being an administrator
There is one further way to open Task Manager that is not included in that tutorial, that is to run the .exe file directly. Use WinKey+R to open the 'Run' box, or open an ordinary command prompt (if you still can). Then type C:\Windows\System32\Taskmgr.exe and run it (by clicking OK for the run box, or press Enter in the command prompt).
