Are you sure there were no other names in the lower left corner of the sign in screen? If so, then MyLastName is the only active account on this PC.

Open a Command Prompt and type the command net user MyLastName does it say...

    Local Group Memberships *Administrators
There were no other account options. I've tried several things to make another account appear here, but no success.

After trying net user MyLastName it does in fact say
    Local Group Memberships *Administrators

You will notice in the above that the user account OWNER is shown as an administrator in 'Your info', does it also say that under MyLastName in your info?
Yes, it does show that my account is an Admin account, although it sure isn't behaving like it!

There are other ways to run a command prompt as administrator. Try opening Task Manager. If it says 'More details at the bottom, click on that.
Interesting. Evidently I'm not able to open the Task Manager either. I tried every method in the tutorial you linked to. Either nothing happens at all, or I get an error message that the link is incorrect or that I need to choose a default app for that action. Lovely... I didn't realize how messed up things were!

Thanks for your so-very-patient help. I'm super appreciative. Sorry if I sound irritated - that's directed at the PC, not you!

--- Was there a problem on your computer and one of the things you did was either change the password or your Microsoft account is new?
Good observation! One of the methods I tried for fixing my issue was converting my user account from an online account to a local account, so that explains the recent password change and the different settings from what you were expecting. It, of course, did not fix the problem, but then I didn't see the need to change anything back.

It certainly sounds like the Windows install is messed up, rather than your account not being an administrator

There is one further way to open Task Manager that is not included in that tutorial, that is to run the .exe file directly. Use WinKey+R to open the 'Run' box, or open an ordinary command prompt (if you still can). Then type C:\Windows\System32\Taskmgr.exe and run it (by clicking OK for the run box, or press Enter in the command prompt).

Then try File Manager. You will need to set it to show hidden items, show file extensions and untick 'Hide protected system files' in its Folder options. Navigate to C:\Windows\System32 and double-click on Taskmgr.exe

In a similar case to yours...
When selecting the command prompt from the right click on startup options I get the following message:
'This file does not have a program associated with it for performing this action. Please install a program, or if one is already installed, create an association in the Default Programs control panel'

...the solution was to perform an in-place repair upgrade.
