Is the picture visible on ur MS account @ https://account.microsoft.com/profile/ ?
If yes and the picture still does not show up on your account, here is a few things you can try.

    1. Check for malware / virus, other malicious code hiding in ur system.
    2. Install VM, install win10 use ur online Ms account change picture there, verify that it works.
    3. Reinstall Windows10 from usb not from inside the OS, backup everything you need from current install.

Do you have any 3rd party programs that block certain things in the OS ?

Yes my MS avatar shows up online, but not local or on the windows account like shown in my pictures.

I'm on a fresh install right now btw, 3rd install of reformatting via booting threw USB device.

I don't get it at all legit tried everything, and nothing worked should it not work on a fresh install ?

have you tested it yet yourself threw a VM like u said u was going to? does it work for you ??

I think its safe to say that this edition of windows is bugged???

is there no solution for this.

Yes ofc it should work on a fresh install.
    With your windows 10 version?
No ofc i haven't, nor have i said i was going to try with ur win10 version on my vm..
i've been helping you trying to get ur picture working..
That's why i recommended that you try it via VM.
I've tried several other win10 versions that works without getting any error when changing picture.
(To be honest i've never had a problem like this...)

Os version i know work 100% to change Picture on are.
    Windows10 Eng Pro 64-bit / 32-bit
    Windows10 Swe Home 64-bit / 32-bit

Your win10 version might be bugged yes, please download win10 pro 64-bit and test it in a vm,
if works then consider installing it and use it as ur primary os.
You can also try downloading a new version of ur win10 version and see if there if that works.

Bro I about give up its a bug no one can fix this I highly doubt even Microsoft can they just dump out pure garbage anymore.. fed up wasted several hours on this... I'm TILTED!

I mean its not a big deal its just a windows account avatar but still wtf MS...

my primary OS is Windows 7 smiled and trimmed down with several updates stripped for better performance.

I run dual boot I had 2016 LTSB installed but seen they just came out this past month with a new build 2019 LTSC

I figured it would be better... ( i.e. for newer applications ) aside from the avatar ofc...

I give up trying to solve this BUG and that's what I'm calling it a BUG. ( forever unsolved )

I've never had a issue like this ever in my life except on this version of Windows 10..

I can't stand windows 10 btw only on it because of DX12 support hence dual boot with SP1

SP1 runs way better than W10 I digress.
