Since your system does not have any data I would suggest a clean install using MCT. While there are a lot of people reporting good results with 1809 you need to get machine operational.

Before doing this please remove coin battery to reset Bios. Then follow this tutorial, especially the part about wiping out all partitions, you want to start with a clean slate. This will also delete ALL recovery partitions which should resolve Safe Mode issue.

I would use a Local account, then if you want you can migrate to MS account. When I set up a machine with a local Admin account I always add a second Admin account in case the first one gets Borked.

    Clean Install Windows 10

Normally I would have suggest an inplace repair.. just not worth it with 1809 at the moment.

I have restored the available data and programs, a lengthy process I do not want to repeat. The Iso will not let me save files, it insists on a clean install. It did not solve the problems last week. The bios is fresh after battery replacement and reflash with the most up to date version.

Not sure what you mean iso will not let you save files?

Do you have a copy of iso on machine that you can mount?

If so you can double click on setup to start an inplace repair. ISO has to be 1809 but I'm very suspect of our current 1809 boot media.

So if you have data and programs back on device is Windows active?

Is the Start menu function again. An option which I find ugly is creating a new USER and then copying data over. This gets around corruption in profile that you see manifesting itself in the inability to use start.

As an alternative for your recovery partition on HDD you could create on a USB Thumbdrive and then boot with it and test password.

Since you are working on 2 computers, please ensure that the information you are presenting is for which computer.
--- At this time would be best to roll back the Dell Optiplex 745 17763.1 that was installed on 10/7/18 to your previous version?

Please verify if I have the following information correct as I am confused on some entries if we are going to continue on what is presently happening or has happened.

Post #3: “Everything not in my external HD is gone with the wind. Alarms and clock app. fails, will not start a timer. Now Nightly will not accept any form input. I had to use FireFox for this. FixWin 10 will not start. Windows Update will not start.”
    --- Which computer please?

Your first computer which is in your system specs is the Dell Optiplex 745 5G, 250G Windows Insider fast lane. In post #10 you are on 1809 17763.1 installed 10/7/18?
--- You have a same account & PW on this computer as well as the Dell Optiplex 760.
--- The Pin option has disappeared and the PW isn’t accepted so you cannot get into Windows.
--- You cannot get into Safe Mode either.
--- There aren’t any restore points and it could not find your backup.
--- If you can’t boot into Windows, how are you determining there aren’t any restore points?
On “I do not know my Microsoft Account password. It made me change the pw. when I reinstalled Windows” in post #1, does this now mean you have the changed password on the Optiplex 745 but the Optiplex 760 still has the original PW?
--- What process did you use to change the Microsoft Account password?
--- Since you mention Microsoft Account, then you are using the same Microsoft account on each computer.
Neither this OptiPlex 745 or 760 will authenticate Windows.

In post #3 “The 745 now needs the MS acct to enter Safe Mode. It will not let me change the local acct. PW.”
--- I imagine you cannot use the local account to log into Windows either because it isn’t a local admin account?

    BIOS is a Phoenix 2.6.6.
--- On “I removed the USB stick and rebooted” in post #1, what are you using as a USB stick?

Post #3: “Everything not in my external HD is gone with the wind. Alarms and clock app. fails, will not start a timer. Now Nightly will not accept any form input. I had to use FireFox for this. FixWin 10 will not start. Windows Update will not start.”
--- I imagine this is for the 745 which means you can boot into Firefox but not Edge?

Your second computer is a Dell Optiplex 760.
--- You had the same Microsoft Account & PW on this computer as well as the Dell Optiplex 745.
--- Are the PW’s different now?
Neither this OptiPlex 760 or 745 will authenticate Windows.
In post #3: “I use the local acct. on the 760.” Are you able to log in with this account?

*** The iiso on my thumb drive is very old, lacks some features I want. The one I have on dvd is about the same age and unusable due to the hardware problem. The thumb drive repair options fail and the option to save files is deactivated. ***

    ***That is correct. ***
--- You have a same account & PW on this computer as well as the Dell Optiplex 760.
*** I set the 760 up on the same acct. & PW. But later this thing lost it's capacity to log into it. I can only log in with the MS acct., not the local. ***

--- If you can’t boot into Windows, how are you determining there aren’t any restore points? ***By trying with the recovery thumb drive, in Windows with the MS acct PW and likewise in Safe Mode. ***

The local acct still worked on the 760 last time I booted it up. ***
--- What process did you use to change the Microsoft Account password? *** MS demanded that I cvhange it, I just filled in the blanks and hit Enter. ***

Neither this OptiPlex 745 or 760 will authenticate Windows.*** True. It has a nag msg.l on my display right now. I will try it. The nag is not an active link.

Activation gave me the same old song & dance, Likewise troubleshooting. I will look for an option to upload images. The changed hardware link juggled six balls for a while before manifesting the same troubleshooting form. ***

    Thank you for your answers.
Let’s concentrate only on the Dell Optiplex 745.
I believe Ken has the better approach to get the computer back in working order.
Microsoft reports you don’t have a valid digital license or product key.
    --- Any idea why?
--- Would you consider a factory reset to the computers original OS?
… Would you mind posting the Service tag # so we can evaluate the original information?

This computer was originally set up with XP. Micomp installed Windows 7. I upgraded to Windows 10, and activated it. It can not revert to 7 and I have no media for it. It was seven years old when I bought it so it is long out of warranty. Windows 10 was activated with a digital license. I do not know how it was lost or where it was stored. I did not reformat the HD. The activation problem began when I reinstalled Windows after the crash.

    It should have re-activated then.

After the crash did you make any hardware changes?

According to the Service Tag the last time Dell saw this machine it had Win 10 Home Insider. Which edition did you clean install on device?

    Help: Password Not Recognized!!!-image.png

If Micomp installed Windows 7 then they must have placed COA sticker on box. Is there one?

I assume Win 7 was Home Edition as well, correct.

I have no clue. I am sure that it is at least a year old. It updated to the Spring Update Ed shortly after installation.

Well somehow it got on Insider. I think, and I say, think, you can run that without a license. You would have to check.

Is there a COA Sticker for Win 7 ?
