Yep, that's the built-in "Guest" account that is included in Windows by default. You can only disable it if enabled.

Your bottom screenshot shows the groups included in Windows by default. These are not user accounts. Instead, are groups (ex: "Users" or "Administrators") that an account belongs to.

BUT look some of them are empty

That's normal when there are no accounts a member of that group.

Usually standard accounts will only be a member of the "Users" group, and only "Administrators" group when an administrator account.

The rest are usually groups used by the system (Windows), or manually added accounts to.
