The UAC box with only 'NO' is a sign that there are no available administrator accounts on this PC. One way this can happen is if you used the Control Panel to change your account from an administrator to a standard user, thinking that it will make browsing 'safer'. You should have made sure you created at least one other local administrator account before doing that.

There are several ways to recover from this. One would be to enable the built-in Administrator account, sign in as Administrator and promote your account back to an administrator again. Or, better yet, create a new local administrator account so you can use that in this and future 'emergencies'. Enabling the built-in Administrator can be tricky if you have no other administrator accounts. Option Five here is about the only way, but it's complicated...

Responses of that nature are usually the result of typos in the command entered. Perhaps you omitted a space somewhere, didn't use the plural of Administrators or mistyped whatever name you used for the suggested NewAdminPrimary.

You might also want to check that your NewAdminPrimary [or whichever name you used] has been created okay by entering

net user

and you could check its Admin status ["Local group memberships"] by entering
