Alan - Just to avoid any doubt -

Do not alter anything in the account you have now enabled and are logging into.
    - This account is the Built-In Admin and it has the username "Administrator"
    - You are using that account just to fix issues with other accounts - try to fix the apparent password expiry issue, create two new password-protected Admin accounts of your own.
    - When you have finished using it and have tested your other accounts, you will log out of that account and disable it again.

Main rectification actions in addition to trying to fix the password expiry issue -

    1. When you enable the Built-in Admin & log in with it, you should create TWO password-protected Admin user accounts.
    2. Assume that your existing Admin user account, NewAdminPrimary, is a writeoff unless & until your follow-on tests [below] prove otherwise.
    3. Call them something like AdminPrimary, AdminReserve.
    4. Write their passwords down somewhere secure yet readily accessible to you [as I probably said before, mine are on a strip of paper inside one of those dog name tally holders that I have attached to my keyring].
    5. Log in to Alan again.
    6. Open an elevated command prompt / PowerShell window to test the AdminPrimary username & password.
    7. Open an elevated command prompt / PowerShell window to test the AdminReserve username & password.
    8. Then disable the Built-in Admin again.
    9. There is no particular benefit from logging into AdminPrimary until you need to do so but it will do no harm.
    10. You need not bother logging in to AdminReserve either but it will do no harm.

Essential follow-up checks before logging off from the Built-In Admin account -

Open any command prompt / PowerShell window and enter
    net user Alan
    then net user AdminPrimary
    then net user AdminReserve
then do it for that faulty account net user NewAdminPrimary
In the response for each test, look at the line beginning Password expires and, if it says Never, be glad. If it has an expiry date then use the link @Brink gave you to change it to never - Enable or Disable Password Expiration for Local Accounts in Windows 10 | Windows 10 Tutorials

That's ok. You can use Option Two in the tutorial below to disable password protection via elevated command prompt.

    UAC

    Hello Shawn !

Following your tutorial I disabled the password expires in the two new admin accounts which I have created !... now ' never exists in the cmd string in both cases.

Both accounts open from the welcome screen, as does the Standard User account which I use for most things !..

HOWEVER I mustn't have completed everything because when I attempt to RUN
netlpwiz ( I used this as a try-out !) The ADVANCED UAC PANEL appears with 'Administrator' demanding a password !.

When I attempt to enter any of my passwords it opens the User Accounts box listing my Users .

Can you suggest where I have erred ?

    Alan.

That would be normal with the UAC prompt if done while signed in to a standard user account.

    Alan,

When the UAC dialog appears, it shows the name of the Admin account that will be used to give approval and you can type straight into the password box.

If you have already disabled the Built-In Administrator account but it initially shows that as the account to use, click on More choices and select one of the newly-created Admin accounts instead. You will then be able to enter its password in the password entry box.

The next time you get a UAC dialog it will initially show the last used Admin account so you will not get this problem again.

    UAC

    Denis,

Thanks.. but I think I must have erred once again !..

When I click on ' more choices ' in the Dialog box..the only options there are Administrator and my old NewAdminPrimary account..no sign of AdminPrimary or AdminReserve !.

    Is there a solution ?.

    Alan,

Yes, make AdminPrimary & AdminReserve into Admin accounts.

I thought you had checked that before disabling the Built-In Administrator account.

You will need to log into [assuming you have solved the password expiry problem] NewAdminPrimary.
Then go to Settings, Accounts, Family & other people,
    [select AdminPrimary], Change account type, select Administrator, OK;
[select AdminReserve], Change account type, select Administrator, OK.

If you have not solved the password expiry problem yet, you will need to re-enable the Built-In Administrator and use Command prompt commands to do the job [the relevant commands are in the procedure of mine that you used for your previous problem]. I can guide you through this if necessary but, if I have understood your recent posts correctly, the password expiry problem has already been resolved.

When this is done I suggest that you check all your user accounts using net user commands
    net user NewAdminPrimary
    net user AdminPrimary
    net user AdminReserve
and check that they are shown as part of the admin group & check that their passwords are set to never expire [which you would also want to check for net user Alan].

    All the best,
    Denis

    Alan,

This has been the second time that you have suffered a seriously debilitating user account problem.
1 Are you certain that your computer is free of malware? You can run a Windows defender full scan to find out.
2 Do you turn off your computer by removing the power supply or by pressing the power button for several seconds [as opposed to pressing the power button momentarily so that Windows runs its shutdown procedure properly]?

    Uac uz

    Denis !..

    1. I ran a full Malware scan and deleted the 50 odd threats !.

    2. Unless it is absolutely necessary ,I always close down in the appropriate way, that is via the Start/ Shut down button on my Homescreen .

    Thanks for your advice,

    Alan.
