Windows 10: No admin permissions

My apologies here it is again in a nutshell : I am admin. it is my pc but I cannot do the simplest things, like run clean master or advanced system care.this because permissions are required, which all lead back to cmd prompt run as administrator scenario
The laptop does not recognize me as admin, requiring another password-which I do know but it has expired , something I have never heard of before. No alternative to this is offered in order to change the expired password or user on the screen

Well, the details are still sparse, but my best guess would be that your user profile is corrupt.

One way back would have been to restore a system image, but you would have done that long ago if you had been making regular system images to an external HDD. This should be the second thing you look at doing once you get the system working again. Most here recommend Macrium Reflect (free). The first would be to thoroughly scan for malware in case that was what broke your system.

To go any further, you need another administrator account you can use. There's a slim chance that the built-in Administrator has been enabled at some time (by default it's disabled). You can check by opening a command prompt (it doesn't have to be an admin prompt) ant typing net user Administrator

If (as is likely) the Administrator account is disabled, then you can temporarily enable the built-in Administrator account then use that to make a new local administrator account. But without a working administrator account that's difficult, You have to use Option Five in this tutorial.

Enable or Disable Elevated Administrator account in Windows 10

Still complicated, but perhaps the easier method is described in this draft tutorial from @Try3

If the Admin prompt has a greyed out or missing Yes button ...

I do not think that my procedure [mentioned by Bree] is relevant to your symptoms.

On the face of it, you have multiple corrupt user accounts rendering repair attempts futile but I cannot be sure because you have not posted a picture of the net user results. I suggest that you do so and you also post pictures of net user administrator results, net user guest results, ... - do this for every entry given in the net user results. In other words,
1 Open a command prompt window [it does not need to be an admin cmd prompt] or a powershell window
2 Type in net user then press return then take a screenshot or photo
3 For every account name shown in the response to the net user command, type in net user <TheAccountName> then press return then take a screenshot or photo.
    4 Post your results here
5 Tell us which of the accounts has a password that you know

The reason I believe these checks are worthwhile is that they might help identify an admin account that can be used to rescue the situation. If there isn't one I believe you will be forced to rescue your own data and then reinstall Windows 10.

with respect, I am in a never ending loop here it seems everything i try brings up the same page that requires a password which I know, but when entered says it has expired-there are three options: password, yes/no
there is no option to change or create a new password or bring up another user
It would also be useful to see a photo of the admin challenge / dialog box because it does not sound right.

Please be aware that all efforts to take a screenshot of the response when using cmd as administrator have failed.
Also in a recent thread sent to me : when trying to open file SAM the message received was access denied.

That would be the 'enable built-in Administrator' tutorial. The Windows that you want to repair has to be offline in order to open its SAM. To do that you need to open the command prompt when booting from another boot device. How to do that is explained at Step 1 of Option Five in the tutorial.

Please can I see the results for the net user command itself and the results for every user account identified in its list.

I suggested taking a photo of the admin challenge not a screenshot because that is normally all that you can do.

I do not know why you mentioned SAM. I would urge you not to try anything like that until you have given us a chance to review your net user results. By the way, the access denied message you received indicates that either the instructions you are using are faulty or you have made a mistake in following them.

I am staying online and I remain ready to help you. I have had a lot of experience helping people with user account problems.

    Thank you for the screenshots.

The built-in administrator account is named Administrator, not Admin. Try again with net user Administrator to see its details.

Eee is the account you have signed in with and are having problems in. It is an administrator and its password is set to never expire.

misahanu is also an administrator but its password has indeed expired. You may be able to set a new password for it by the simple step of trying to sign in as misahanu - after providing the expired password at sign in I would expect you to get a 'change password now' screen before it lets you sign in completely. You don't even need to sign out to try that, you can switch to another user and be signed in to two accounts at once.

    Switch User in Windows 10

This tutorial shows you screenshots of what to expect, In Home you can then use Option Two to turn off password expiry so you don't get this problem again (the first option is only available in Pro).
