    Hello Denis,
    Thank you for the help. I was able to get into safe mode but I don't have access to command. However, I have access to run and windows powershell. Is there any other way to create an account using run or powershell?

    I have since tidied up the procedure and improved its explanations so you might find it more straightforward to use - its new link is If the Admin prompt has a greyed out or missing Yes button ...

    I cannot tell from your post what is going wrong so please tell me at which step [using the revised procedure] your experience is diverging e.g. -
    - Are you able to log into the Built-In Administrator account? If so then steps up to 3.10 seem OK
    - Are you able to reach step 4.2.2 but are unable to use the Start menu to open the command prompt {I provide a guide to where to find it in the Start menu}? If so, I have added an alternative method for opening the Command prompt.

    @needhelptoday, in Powershell just type cmd and it will run cmd.exe and become a command prompt. Type exit to get back to Powershell. If Powershell is running as Administrator, cmd will be too.

    After using the advice to type cmd in windows powershell, I was able to complete the steps in article. The article was very informative and easy to follow. I appreciate all the help.
