Windows logs into two user accounts instead of one

    The issue is like this:
    1 I log into account A.
2 I reboot and log into account B
3 When I open task manager and go to Users tab, it shows both A and B. Account A is disconnected but using plenty of CPU and RAM
4 I reboot and log into B again. This time, only B is running.

It doesn't matter which 2 user account, or whether they are admin or Standard.

If you logout of the account does that solve the problems?

If I first log out, and then I restart, it solves the problem.

Sounds like Switch User was previously used instead of logging out then the other logging in.

No, I did not use switch user.
It seems that Windows remembers which account I used last time, and automatically loads it, just as it automatically loads applications that were running at the time of system shut down.

You have the Fall Creators Update, which quietly introduced a new feature that restarts certain apps at the next boot if they were left open when you shut down.
on a restart Fall Creators Update reopens apps from before

Others have reported that under some circumstances this feature can also cause other user accounts to be logged in at a restart.

Initially, there was no way to turn off this new function, but after complaints MS have put an 'OFF' switch in the next release of Windows 10 - version 1803 to be released in April.

Starting with Windows 10 build 17040: Based on your feedback, the feature to restore applications that have registered for application restart after you reboot or shutdown (through power options available on the Start Menu and various other locations) has been set to only occur for users that have enabled Use my sign-in info to automatically finish setting my device after an update or restart in the Privacy section under Sign-in Options Settings.
Use sign-in info to auto finish after Update or Restart in Windows 10

This fix has now been 'retrofitted' into 1709, starting with build 16299.214. Try turning off 'use my sign-in info...' for each of your accounts.
